PUBLIC OFFER

This Offer is addressed to individuals and is an official public offer by the self-employed Ivanov Alexey Viktorovich (hereinafter – the “Contractor”) to conclude a service agreement, which is a public offer (proposal) to individuals (hereinafter – the “Customer”). In accordance with paragraph 2 of Article 437 of the Civil Code of the Russian Federation (CC RF), in case of acceptance of the conditions set forth below and payment for services, the individual making the acceptance of this offer becomes the customer (in accordance with paragraph 3 of Article 438 of the CC RF, acceptance of the offer is equivalent to concluding an agreement on the terms set forth in the offer). The agreement is considered concluded from the moment payment is made for the contractor's services. The Contractor has the right to unilaterally change the terms of this offer. Changes come into force the day after publication on the website https://visacat.ru/en/offer.

1. DEFINITION OF TERMS

1.1 Public Offer (hereinafter – “Offer”) — a public offer by the Contractor, addressed to an indefinite circle of persons, to conclude an agreement with the Contractor for the acquisition of an automatic interview scheduling service for obtaining a US B1/B2 visa (hereinafter – “Service”).
1.2 Acceptance of the Offer — full and unconditional acceptance of the Offer by the Customer performing the actions specified in this Offer, creating an Agreement between the Customer and the Contractor.
1.3 Customer – an individual who has sent an application for the acquisition of the Service via the Telegram bot @VisaCatBot.
1.4 Telegram bot – software developed for use in the Telegram messenger.
1.5 Service – services for viewing the history of slot availability, subscribing to notifications, and automatic scheduling of interviews for a US B1/B2 visa.
1.6 Website – an Internet resource available on the Internet at the address: https://visacat.ru/en.

2. GENERAL PROVISIONS

2.1 The Agreement, concluded by means of the Acceptance of the Offer, is regulated by the norms of civil legislation on adhesion contracts (Article 428 of the Civil Code of the Russian Federation) – since its terms are determined by the Contractor in this Offer and can be accepted by any person only by adhering to the proposed Agreement as a whole without any exceptions and restrictions.
2.2 The Public Offer includes this document with all its appendices, amendments, and additions, posted on the Contractor's Website.
2.3 The Customer who has accepted the Offer confirms and acknowledges that they have reached the age allowing them to conclude the relevant Agreement, and also understands that they bear full responsibility in case of harm and/or damage to third parties resulting from the use of the Service.
2.4 Acceptance of the Offer is the completion of payment. Payment by the Customer for the Service placed in the Telegram bot means that the Customer agrees to all the terms of this Offer.
2.5 The Contractor has the right, at its discretion, to make changes to the Offer at any time without notifying the Customer, and also to withdraw it in the manner provided for by this Agreement.
2.6 In case of changes to the terms of the Offer, the changes come into force from the moment the amended terms of the Offer are published on the Website, unless a different period is specified by the Contractor in the corresponding notification of changes.
2.7 This Offer comes into force from the moment it is posted on the Website. The validity period of the Offer is not limited, unless otherwise specified on the Website.
2.8 The Performer provides the Customer with complete and reliable information about the Service presented in the Telegram bot.
2.9 The Service is provided to the Customer for use on an "As Is" basis. No warranties, other than those expressly stated in this Offer, are attached or implied.
2.10 All actions performed using the Customer's data are actions of the Customer themselves, which is irrefutable proof of the Customer's free will.

3. COST OF SERVICES

3.1 The cost of the Service is presented on the Website and is indicated when forming the order in the Telegram bot before payment.
3.2 The Performer has the right to unilaterally change the cost of any of the services.
3.3 The Customer has the right to confirm or cancel the Order for the Service if the cost is changed by the Performer after the Order is placed.
3.4 The cost of services paid by the Customer cannot be changed by the Performer after payment has been made.
3.5 The Customer's obligations to pay for the Service are considered fulfilled from the moment the funds are received into the Performer's bank account.
3.6 Settlements between the Performer and the Customer for the Service are made by the methods specified on the Website in the “Service Cost” section and in the Telegram bot when placing an Order.

4. ORDER PLACEMENT

4.1 The Service is ordered by the Customer through the Telegram bot.
4.2 The name and cost of the Service selected by the Customer are indicated in the Telegram bot in the invoice, which is issued to the Customer during the order placement process before payment.
4.3 The distance service agreement between the Contractor and the Customer is considered concluded from the moment the Contractor receives a message about the Customer's intention to order the Service.
4.4 Information about placing an Order and payments made for the Service is sent to the Customer in messages within the Telegram bot.

5. TERMS OF SERVICE PROVISION

5.1 Access to the Service after payment is provided via the Telegram bot.

6. TERMS AND CONDITIONS OF REFUND

6.1 The terms of the Agreement and the conditions for refunding the paid Service are presented on the Website and are specified when forming the order in the Telegram bot before payment.
